Dietrich von Biedenfeld is a public servant, attorney, educator, procurement executive, and community leader dedicated to strengthening organizations and communities through ethical leadership, civic engagement, and public service. He currently serves as Executive Director of Procurement and Chief Procurement Officer for Houston Community College System, where he oversees a procurement portfolio exceeding $200 million and leads strategic sourcing, contract administration, supplier engagement, and operational excellence initiatives supporting more than 100,000 students and thousands of employees across the institution.
In addition to his executive leadership role, Dietrich serves as an Assistant Professor at University of Houston-Downtown, teaching courses in Business Law, Commercial Law, International Law, Veterans Law, Water Law, State and Local Government Law, and the Legal and Ethical Aspects of Supply Chain Management. His teaching emphasizes the practical application of law, ethics, and public policy while preparing future professionals to navigate increasingly complex business and governmental environments.
A lifelong advocate for public service, Dietrich has devoted more than a decade to local government leadership in the City of West Columbia. He is currently serving his fifth term on City Council and serves as Associate Municipal Judge for the municipal court. Throughout his public service career, he has played a key role in policy development, budget oversight, economic development initiatives, procurement governance, and regional collaboration efforts. His commitment to community leadership has also included appointments to state-level boards and commissions, including service on the Texas Council on Purchasing from People with Disabilities.
As an attorney, Dietrich has dedicated much of his legal career to pro bono representation of military veterans in both state and federal courts. His commitment to advocacy reflects his belief that public service extends beyond elected office and into meaningful action that improves lives and strengthens communities. He has also served in leadership positions within professional organizations, including as Chairman of the Dispute Resolution Committee of the American Bar Association.
Dietrich earned a Bachelor of Arts in Sociology and Political Science from University of Houston and a Juris Doctor from University of Mississippi School of Law. He has also completed postgraduate studies in Public Diplomacy at Norwich University and advanced sociology coursework at the University of Houston.
A third-generation member of the West Columbia community, Dietrich credits his parents—a Vietnam veteran and a retired educator—for instilling in him the values of servant leadership, integrity, and lifelong learning. Guided by a philosophy of service above self, he continues to build bridges between government, education, business, and community organizations while advocating for ethical leadership, civic participation, and professional excellence.
