SESSION PREVIEW: 2025 CCBO ANNUAL CONFERENCE

Advancing Equity Through Inclusive Budgeting

The 2025 CCBO Annual Conference will feature sessions designed to challenge perspectives and provide actionable strategies for business officers and higher education leaders. Among the conference highlights is the concurrent breakout session, “Inclusive Budgeting,” presented by Dr. Christina Wynn, Vice President of Administration & Finance/CFO at Berkshire Community College (BCC).

With more than fourteen years of leadership experience at BCC, Dr. Wynn has served in a range of roles including Director of Marketing & Student Recruitment, Interim Dean for Business & Outreach, Interim Director of Information Technology, and Dean of Enrollment Management. She holds a bachelor’s degree in Business Administration from Massachusetts College of Liberal Arts, an MBA from the University of Massachusetts, and a doctorate in Education with a focus on Organizational Leadership from Northeastern University. Her doctoral research emphasized leadership’s role in fostering inclusive community college environments.

In her session, Dr. Wynn will explore how colleges can strengthen equity, transparency, and participation in the budget process. Drawing on insights from her work at BCC, she will share approaches for creating meaningful opportunities for faculty, staff, and students to engage in financial planning. Attendees will learn strategies for transparent budget training and communication, assessing the equity impact of tuition and fees, and allocating resources to support diverse programming, student services, and workforce development.

The session will also examine the role of General Purpose and Designated Trust budgets in aligning financial resources with institutional priorities and community needs. Dr. Wynn will conclude by outlining practical next steps institutions can take to integrate inclusive budgeting principles into their financial planning.
