Presenting: A Maturity Framework for Shared Services in the “Cliff” Era

Everett Ross leads the Organizational Design practice at Steyer Associates, where he helps public sector and higher education institutions rethink how they deliver core administrative services. Over more than 25 years, he has guided shared services design and implementation for some of the most complex systems in the country, including the Virginia Community College System, the Pennsylvania State System of Higher Education (PASSHE), the University of Alaska System, The Ohio State University, the University of Kansas, and William & Mary / Richard Bland College, along with the states of Alaska, Ohio, and Delaware and the Central Ohio Transit Authority.

His work covers the functions community college business officers manage day to day, including governance, finance, procurement, human resources, facilities, and information technology. He combines that experience with the disciplines that make shared services take hold: project management, continuous improvement (Lean/Six Sigma), change management, and data and analytics. His shared services model was recognized by Harvard University as a “best in class” approach for helping institutions reach new levels of performance and effectiveness.

Everett’s career also includes leading global technology and operations teams across Europe, Asia, and South America and managing portfolios exceeding $100 billion. He holds a Bachelor of Science in Business Administration from Ohio Dominican University and is a veteran of the United States Marine Corps.
