Presenting: A Maturity Framework for Shared Services in the “Cliff” Era
Donna VanCleave spent a decade as the chief business officer for one of the nation’s largest community college systems, giving her a practitioner’s perspective on shared services that few advisors can match. As Vice Chancellor for Administrative and Financial Services for the Virginia Community College System (VCCS) from 2008 to 2018, she led the design and implementation of a shared services model spanning 23 colleges. She built governance structures that balanced systemwide coordination with the campus autonomy that community colleges hold dear.
Under her leadership, VCCS centralized procurement, finance, human resources, data analytics, and project management support in ways that saved millions and improved service quality while preserving each college’s identity. She knows firsthand the hardest part of this work: managing the relationships between a system office and college presidents, earning faculty and campus support, and clarifying roles so decisions get made faster. Her ability to translate complex shared services concepts for any audience, from frontline staff to state legislators, is what turned these plans into results.
Before VCCS, Donna served as Vice President for Finance and Administration at Radford University and in finance leadership roles at the Virginia Lottery, including a period as director. She holds an MBA from the College of William & Mary and a BA in Communications from Virginia Tech. Now retired in her hometown of Farmville, Virginia, she remains an active community leader and was recently named the Farmville Area Chamber of Commerce’s Citizen of the Year.
