Job Summary

JOB SUMMARY
Provide leadership for Districtwide payroll. Perform various tasks in support of the College's overall accounting system.

Responsibilities

ESSENTIAL FUNCTIONS

  • Responsible for the accurate administration of the ERP Payroll Module. This includes timely generation of payroll for all District employees, administration of withholdings for taxes, social security, and unemployment insurance. Calculation and processing of levies, garnishments, advances and other adjustments as needed. Maintain tax, salary and health benefit rates in the system. Oversee District time reporting and leave accounting system to include sick, vacation and personal leave accruals in accordance with District policies and procedures.
  • Evaluate ERP Finance/Payroll System services and resolve technical problems and questions presented by staff and students. Ensure all module updates and process changes to payroll system are vetted and working properly. Identify challenges tied to departmental processes and create solutions. Streamline processes to improve effectiveness, efficiency and staff/student satisfaction.
  • Provide personnel management for the Payroll Department including hiring, orientation, performance evaluations, coaching and personal and professional development. Monitor customer service for continuous improvement. Develop and update processes and procedures to ensure duties and responsibilities are executed in accordance with District policies and procedures, Generally Accepted Accounting Principles (GAAP) and other appropriate laws and regulations.
  • Compile and analyze financial and statistical data for budgeting and auditing purposes. Perform reconciliations and prepare journals. Prepare and provide financial reports for users, auditors and other external agencies, including mandated federal and state payroll tax reporting and annual issuance of W-2s. Ensure compliance with federal and state regulations.
MARGINAL FUNCTIONS
  • May perform other duties commensurate with the functions and level of the position to include the recruitment and retention of students. Provide training to staff and students. Research like organizations and current themes and actions related to payroll process in higher education as well as other duties as assigned.
Qualifications

EDUCATION:  Bachelor's Degree

EXPERIENCE:  Four (4) years of related experience

SPECIAL POSITION CONDITIONS:  Some travel in the campus service area will be required using own means of transportation.  Some evening and weekend work will be required to support campus and community activities.

  • Knowledge, skill and ability to exercise strong managerial and leadership in a team environment including, but not limited to, supervising and training others, hiring and providing professional development
  • Knowledge of Generally Accepted Accounting Principles (GAAP), federal and state financial and cash management regulations, reporting standards and accounting policies and procedures, governmental accounting policies and procedures, best practices and latest trends of student accounts
  • Knowledge of fiscal management techniques including processes, policies and procedures concerning fiscal control/processing operations
  • Knowledge of effective business and interpersonal communication skills
  • Mathematical and recordkeeping skills necessary to proof a variety of financial transactions, verify accuracy, match against documentation, code to proper accounts, prepare necessary forms, post transactions, reconcile balances and generate a variety of financial reports
  • High level of interpersonal skills including, but not limited to, listening, oral and written communication, empathy and problem solving that are adaptive to a wide variety of cultures, ages and other characteristics of our students, faculty, staff, community members, auditors, vendors and the public
  • Skill in dealing with a variety of highly confidential information, records and sensitive situations in an effective manner
  • Ability to apply a variety of management and leadership techniques including developing and implementing new workflow strategies and procedures to ensure effective and efficient operations
  • Ability to manage multiple and competing deadlines applying workflow processes to meet deadlines imposed by fiscal cycles
  • Ability to work independently or as part of a team coordinating group training and planning in a team environment
  • Ability to present information effectively in oral and written form
PHYSICAL REQUIREMENTS
Duties performed cause light fatigue of eyes, fingers or other faculties as a result of repetitive motion and/or long periods of standing or sitting. Duties require little physical effort in working with light to moderate (up to 20lbs), easy to handle materials.

INTERPERSONAL SKILLS
Significant Interpersonal Skills - Position engages in or requires some or all of the following: Collaborative lead administrator for District-wide operations. Has significantly high interactions with students, program participants and/or the public. Works with highly confidential information and/or interacts on a regular basis with high profile individuals where interactions require a well developed understanding of human behavior and the ability to apply those skills in situations where the outcome is unpredictable.

WORKING CONDITIONS
Job is performed in general office or comparable working area with many and frequent distractions such as noise, interruptions or congested and occasionally confined work areas with exposure to disagreeable elements.
