Reporting to the Vice President for Business Services, the Director of Business Services is responsible for providing leadership and management for a portfolio of departments consisting of Transportation, Parking, Mail Services, and the Class of 1923 Ice Rink. The Director provides short and long range planning for the departments; develops, interprets, revises, and implements departmental policies, procedures and guidelines; leads staff in the continuous assessment of current services and in development and implementation of new and innovative services; and actively participates in University-wide initiatives. The Director is also responsible for planning, operational oversight, safety, customer service, fiscal stewardship, and quality assurance for the department’s services. The Director of Business Services manages a budget of over $17 million and serves as a member of the Vice President’s leadership team. A new transportation hub with expanded operational opportunities is expected to open in fall 2010, making this a particularly exciting time for a new Director.
The successful candidate must possess a bachelor’s degree with eight to ten years of related, and progressively responsible, experience. Advanced degree (e.g. MBA or Masters in Urban Planning) candidates are preferred. Penn seeks a leader with proven management and leadership ability; demonstrated strength in budget management and business case development; and planning and effective project management skills. The position requires demonstrated expertise in operational management, an understanding of, and commitment to, the goals and values of an academic community, strong communication and problem solving skills, and the ability to collaborate effectively with diverse internal and external constituencies. Experience with current practices and trends in transportation and parking is preferred.

Vice President for Finance and Administration

JOB SUMMARY:
The Vice President for Administration is the chief administrative and financial officer for the College and provides direction and supervision of the administrative services, business functions and fiscal affairs. The Vice President reports directly to the President.
ESSENTIAL FUNCTIONS:
The VP for Administration is a key member of the College’s leadership team, contributing to the overall college strategy and operations. The VP will collaborate with the President and President’s Council to direct and oversee financial activities and controls of the College while protecting and facilitating the growth of financial and capital assets. The VP will lead and direct a disciplined budget process; guide the investment strategy; and provide project oversight and management of all major capital projects and meet reporting requirements. The VP will oversee the administrative accounting, purchasing, campus information technology, auxiliary services including bookstore and child care, Small Business Development Center, the health fitness center and security. Prepare legislative budget requests, operating budgets, and fiscal reports as necessary. Review and control campus expenditures and maintain departmental operating budget records. Direct all fiscal matters relating to registrations. Review and approve all monthly fiscal statements. Interview and select appropriate professional and support employees and evaluate their performance. Work closely with the instructional division of the College in areas of budgeting and finance. Represent the College at state budgetary meetings, including those called by the Higher Education Department and various legislative committees. Oversee the operation of the Business Office, Auxiliary Services, Small Business Development Center, Health Fitness Center, Information Technology and Security. Prepare annual financial reports for review and approval by the State Auditor. Serve as a member of the President’s Council and as a member or chair of other committees as appropriate. Requires frequent to continuous movement within the College, continuous sitting and handling of small objects such as paper and pen. Requires pushing and pulling of up to 10 lbs. Must be available to work 40 hrs. per week with normal work hours from 8:00 am to 4:30 pm.

MINIMUM QUALIFICATIONS:
The successful candidate must demonstrate a strong commitment to teamwork and diversity, as well as display outstanding leadership, managerial, technical and interpersonal skills guided by personal integrity. CPA preferred. Master’s degree in Accounting preferred. Finance leadership experience in higher education required. Experience in automated financial reporting as it relates to internal and external accounting controls and reports required. A minimum of ten years’ experience in a supervisory financial role, preferably with multi-divisional oversight, preferred. Track record of implementing long-range growth-sustainability strategies in a mission-based organization. Ability to engage the Board members in strategic plans for the business of the College. Ability to utilize financial tools to unite financial history, short-term goals and long-term strategies into transparent, understandable formats. Proven track record of financial planning with a proactive, decisive style that correlates with long term goals and mission. Must be highly motivated and self-directed person who can integrate diverse constituencies (students, faculty, staff, and services) within the overarching financial plan. Outstanding written and oral communication skills. Ability to synthesize and explain complex information to a wide range of audiences.

The Vice President for Administration & Finance is one of three senior administrators reporting directly to the President of the College. The VPAS provides management and leadership fpr the administrative functions of the College. As chief accounting and reporting officer, the incumbent assumes overall responsibility for the College’s financial, general accounting, contracts, accounts payable and receivable, investments, and funding operations. Establishes and updates the College’s financial policies and standards. Oversees the planning, direction, and administration of the College’s support services which include facilities planning and development, coordinates with Auraria Higher Education Center (AHEC) physical plant management, as well as Colorado Community College System (CCCS) leadership.
PURPOSE/SUMMARY OF JOB:
As a member of Executive Staff, VPAS/CFO contributes to the overall innovation, strategic planning, and financial well-being of the College, developing financial plans and strategies to support and fulfill the College’s vision, mission, and values. As the CFO, and delegated authority for finance and administration, VPAS/CFO provides leadership, strategic direction, oversight and evaluation for Administration and Finance. Within an environment valuing inclusivity at all levels of the College, VPAS/CFO provides leadership, education, innovation, and assistance for effective budget planning and management to all areas of the College. As a leader among AHEC CFOs and CCCS leadership, VPAS/CFO supports statewide initiatives including on-going BANNER implementation and refinement, implements/evaluates college-wide finance and administration policies and processes, and in consultation with faculty, staff, students, and Executive Staff, provides strategic and financial strategies to strengthen CCD facilities, specifically, the development and implementation of a Neighborhood Master Plan. Works collaboratively with Human Resources leadership.
DUTIES AND RESPONSIBILITIES :
- Prepare the College budget and budget procedures in consultation with the President, Vice President, President’s Council, and Comptroller.
- Assists the College President in presenting such established budgets to the State Board for Community Colleges and Occupational Education (SBCCOE) and other state agencies as required.
- Provide oversight and leadership for the development and control of college-wide facilities, specifically existing shared facilities and CCD Neighborhood Master Plan.
- Review and analyze major contractual obligations of the College to ensure consistency with overall financial goals, objectives, and plans, and compliance with College, System, and State financial policies, procedures and standards.
- Provide accurate, timely financial information to appropriate internal and external agencies.
- Establish and maintain an organizational structure and staffing to effectively accomplish the college’s organizational goals and objectives; and oversees recruitment, training, supervision, and evaluation of all administration and finance staff.
- Initiate contacts, negotiates, develops collaborative agreements, and maintains relationships and partnerships established with business, external organizations, college constituency groups, AHEC, and system affiliations.
- Develop, implement and enforce administrative policies and procedures to assure that the College fiscal, facilities, personnel and related activities are in compliance with State of Colorado Statutes, State of Colorado Fiscal rules, generally accepted accounting and financial practices, and federal laws or regulations where applicable.
- Prepare for, respond to and implement audit recommendations as necessary.
- Oversee the functions of the financial services office.
- Monitor and guide the fiscal year-end closing process, which includes preparation of annual financial statements.
- Approve and implement best business practices related to all student financial transactions, such as tuition collections, student refunds, and auxiliary functions.
- Assume other duties and responsibilities as assigned by the President of the College.
QUALIFICATIONS:

- Bachelor’s Degree in Finance, Business Administration, Accounting, Public Administration or other closely-related field required
- Minimum of seven (7) years of progressive, broad based experience in fiscal and operational management roles.

North’s president is retiring after 8 years at the college and more than 30 years in community college leadership roles; the Board of Trustees selected the recent past president of South Seattle Community College to serve as the district Chancellor.
